Business Incubation Package

This is an integrated package providing the support to develop a comprehensive, holistic, business incubation programme.

The emphasis on the support needed will vary in detail, reflecting different local circumstances, capacities and objectives. However, this package contains the key elements and support that is provided. These are:

• Market research to establish precisely the demand for and feasibility of the local project, and test its potential impact on local disadvantage;
• Development, management, monitoring and evaluation systems to run a business incubation programme, including incubator units, and to set clear local targets;
• Building capacity to manage counselling, training and incubation services, and deliver them to the target client group (involving training the managers, trainers and counsellors, and providing or adapting training and counselling materials). These services are client-led and based on empowerment;
• Provision of a programme of technical support to oversee and advise on the practical delivery of the programme to end beneficiaries, together with the overall management of the programme and the incubation project;
• Development of an outreach and community engagement programme so that a referral network supports the programme, and that awareness of the self-employment option is raised generally and directly with the target beneficiary groups;
• Development / adaptation of operational systems and manuals for the management of the incubator element of the programme;
• Dissemination of the results and outcomes of the project to government and other agencies and organisations locally, with the objective of generally spreading best practice and securing long term stakeholder involvement;
• Supporting the development of physical infrastructure to help with the practical issues on the general location and design of the physical incubation spaces;
• Developing funding and forward funding strategies to secure the long-term viability of the partner’s project, on the basis of the lessons learned and results achieved;
• Financial structuring / leveraging of finance to underpin development plans and/or operations.
