Colin Gilfillan, FRSA, MIED

Colin Gilfillan has extensive experience of providing information, advice and support to economic development policy makers and practitioners across the European Union (EU). 

Colin, whose work with start-up businesses and disadvantaged communities spans over twenty-five years, has extensive experience of research and project and programme evaluation, much of it in relation to environmental and sustainable development initiatives.

He has been involved in enterprise and small business support from his early work for the Manpower Services Commission, where he headed a team of staff delivering a subsidy and training programme for new businesses in London.  At this time, he was also involved in devising and piloting one of the first ever government funded open learning business start-up support programmes. 

Later on, Colin’s work for the Local Government International Bureau and in the Department of Employment’s European Policy branch gave him unique insight into policy making in London and Brussels.  Since then he has developed his expertise and skills, working with a wide range of communities and organisations from all sectors across the UK and the EU, to combat labour market and other disadvantage. Colin is a Director of the Gilfillan Partnership Ltd which specialises in economic development advice.
